need help with making princess costume!?

my cousin (26) is a big girl, (especially around the waist, their legs are normal, as well as rear, not all crazy stand) who wants to be a princess for Halloween / birthday party. We have searched without success, thrift store hand after the thrift shop for a dress that can turn into a princess dress, soo, now are turning to make one! need to be a size 22 years he wants very fluffy and smooth the waist down, anyway, does anyone know where to find free to print clogs or know how to make one, or any another idea?? already observed patterns and I can not find any .. need to know the amount of tissue and how to sew! anything will help .. thnx! :)

As for the top, buy a pink tank or short-sleeved shirt and tuck into the skirt and then use the tulle and pink flowers to create a belt. Add a tiara and there you go.
