How to make/find a certain kind of boots for a cosplay outfit (Shia from Pita Ten)?

If you have any ideas or websites that would be amazing. I would like to keep it rather inexpensive but any information can help.

If you want flats, which are generally less expensive and don’t need leggings for them but if you want you can. Try to keep the leggings black, but with a nice design. That keeps it classy but different. Here are the flats:

You can to heels or flats, but I strongly recommend heels with leggings. But remember, with leggings, they have to go under the shoe, and I’m not sure if this is the right term, but you want something that reaches the toe like stockings.
